How do you use this product?

Dab cosmetic round in your favourite cream or liquid to perfectly apply foundation and other cosmetics quickly and evenly.
You can re-use sponge by washing out cosmetics with a mild soap. Be sure to rinse thoroughly with warm water and let air dry.

Can this be bought over the counter?

Yes.
